The Board of Child is a nonprofit multi-service organization serving children and their families throughout Maryland, West Virginia, and the District of Columbia. We have provided services for more than 130 years; the agency’s vision is to be a community of hope: providing an opportunity to heal and a safe and caring environment for children, adolescents, and families. The Level III facility located in Falling Waters, West Virginia provides intensive residential treatment services for male and female youth between the ages of 12 and 21 who are in critical and vulnerable times in their lives.
The all-inclusive Falling Waters campus offers a highly structured setting for at-risk youth and is staffed with a multi-disciplinary team of professionals 24 hours a day, 7 days a week. In offering a full array of behavioral health services and therapeutic supports to children and their families, our goal is to create opportunity for change. This 50-bed facility is enriched with an on-grounds educational center and gymnasium, athletic fields, adventure ropes course, a multipurpose dining facility, chapel; clinical building that includes confidential space for therapy services, family visitation and health management. We believe that children learn and grow in an environment that is safe, organized around daily living needs, and predictable. Staff shares in creating a therapeutic milieu that provides a foundation for each youth to reach their highest potential and prepare for a hopeful future.
Currently, we are accredited by the following organizations: Council on Accreditation for Families and Children (COA), Educational Assessment Guidelines Leading Toward Excellence (EAGLE), National Center for Professional Certification (NCPC) and the National Commission for the Accreditation of Special Education Services (NCASES). We are committed to offering services that meet “best practice” standards. Our successes are because of the staff, Board of Directors, and volunteers, whom make a difference in the lives of children and families.

Our agency, formerly known as the Florence Crittenton Home, was founded in Wheeling in 1895. Three distinct programs have evolved from this initial identity, all of which embody our mission to embrace children and families in need with nurturing services to help them achieve self-sufficiency. We are licensed by WVDHHR as a Level II behavioral health center, and as the only residential maternity home in West Virginia. We are proud to be fully accredited by the Council on Accreditation (COA).
Our 42-bed residential program remains at the core of the agency and serves young women from 11 to 18, most of whom are pregnant and/or parenting. Today, however, maternity care is but one aspect of our program’s gender-responsive treatment: comprehensive behavioral health treatment that recognizes and responds to the unique needs, challenges and strengths of girls and women. Increasingly, we accept girls who are neither pregnant nor parenting, but need the behavioral health treatment that is central to the care of all clients. Individualized treatment plans are designed for each client by a multidisciplinary team.
Through our Wellspring Family Services division, those same highest-quality, accredited counseling services are available to families throughout northern West Virginia. Because Wellspring Family Services is a home- and community-based program, families and individuals can receive counseling services in the setting in which they-re most comfortable: in school, at home or in one of our five office locations. Wellspring is also licensed by WVDHHR for behavioral health services and the staff specializes in the treatment of children and families.
Crittenton is also licensed as a childcare agency by the WVDHHR and is fully accredited by COA, the Council on Accreditation. Our Cradles to Crayons Childcare has three daycares located in our residential building and one at Wheeling Park High School. A before and after care program and a pre-school program is located at Middle Creek Elementary School and runs concurrently with the school year.

For more than thirty years, DAYMARK as been serving youth and families within the Greater Kanawha Valley and all of West Virginia. DAYMARK was founded in 1974 by the Junior League, the First Presbyterian Church of Charleston, and the Kanawha County Commission. Although the agency has grown, its original mission has stayed the same: to advocate and provide services for at-risk youth and their families in the community.
DAYMARK operates three programs. Patchwork is a runaway and homeless youth shelter for youth ages 11-18. Turning Point is a group home for older adolescents which provides independent living skills in a homelike atmosphere. New Connections offers a variety of support groups, a GED classroom, job readiness training as well as an Independent Living program with on and off site apartments for youth.

Formerly Brooke-Hancock Group Homes, Inc., Family Connections is a licensed, non-profit mental health agency established in 1976 with outpatient offices Weirton, WV and a residential facility in Colliers, WV. Dedicated to the care, welfare, and respect of families and the individuals who comprise them, Family Connections is committed to helping individuals function to the best of their abilities by engaging the resources that exist naturally within their family and community. Interventions provided by Family Connections are derived from and guided by the developing body of knowledge in the family field and include outpatient therapy, home-based services, evaluation, residential group care, and training and consultation.

Golden Girl, a nonprofit group home for girls, was founded in 1983 by Judy Gilkerson, who continues with us as our Administrative Consultant/Therapist.
Our program is designed to encourage positive change and growth through a series of educational, recreational, treatment and support services in a warm, loving, and therapeutic environment.
We continue at our original location in Ceredo, which is a small, quaint town. We are ideally located and within close proximity to schools, recreational facilities, cultural events, and medical services.

The Youth Services Center provides temporary shelter services for those juveniles identified as needing a safe and secure environment through which community-based assessment can occur. The purpose of the center is two-fold: (a) to coordinate services for youth in crisis and (b) to provide emergency shelter for adolescents under custody of the West Virginia Department of Health and Human Resources awaiting permanent placement.
The ultimate purpose of Youth Services Center is to provide short-term shelter care, crisis intervention, and to provide and arrange for short-term counseling, case management, medical screening, and educational services.

The St. John’s Home for Children is a private, non-profit 501(c)(3) organization that was established as an orphanage on February 21, 1856 by Bishop Richard Whelen and the Sisters of St. Joseph. We are located on 5 acres of land, nestled in the hills of Wheeling, WV. We are approximately 50 miles southwest of Pittsburgh, PA. The St. John’s Home for Children provides an eight-bed Residential Level II facility for boys age 8 to 14 who primarily present with behavioral or emotional difficulties, and/or are victims of abuse and neglect. We also work very closely with families. We primarily serve Region I of the State of WV and in particular the Northern Panhandle counties of WV, but will accept youth from out of the Region on a case-by-case basis.

The Youth Academy opened its doors in October 2002 as a private agency that performs community-based, family-centered, intensive treatment services. The anchor service of the Youth Academy is its Level Two Therapeutic Residential Facility for children between the ages of 12 and 17 years old. The Youth Academy has a total of 22 beds available for placement of children, including 12 beds for males and ten for females.
The Youth Academy’s in-home program CFIT (Community Family Intensive Treatment) is designed to provide an array of services to assist families struggling to maintain. The CFIT model is a combination of Social Necessity and Medical Necessity services. The combination of these services allows the individual(s) and/or family to receive specific attention to their needs and not a predetermined course of treatment. Moreover, a thorough comprehensive assessment allows services to be individualized to provide the most appropriate service and/or treatment.
CFIT provides a wide array of services from preventative in-home and IOP services to reunification services for times in which a family is regrouping after an episode of out-of-home care.
Additionally, while participating in the pilot phase of CAPS, the Youth Academy experienced the need and benefit of CAPS. The Youth Academy provides CAPS services as well by combining Medical and Social Necessity services.
